It’s July–Time To Give Your Thoughts On DC Education!

Yes, it’s summer, the city council is soon on recess until September, and you may be hundreds of miles away from DC physically (or spiritually)–but rest assured, someone in DC wants your thoughts this month on issues affecting our public schools!

Proposed credit recovery policy:

Our office of the state superintendent of education (OSSE) has compiled a policy on credit recovery that our state board of education (SBOE) will vote on next week, on Wednesday July 18.

What is interesting about this policy is not merely that attendance and graduation scandals prompted its creation.

Rather, it’s the fact that until now, DC really had no overall credit recovery policy (which led to a tense exchange between education leaders and at large council member Elissa Silverman during a council hearing on Ballou).

What is also interesting about the proposed policy is what it doesn’t do. For instance, OSSE states that credit recovery policies in all LEAs should include the following:

“(A) General requirements for student eligibility, enrollment, and attendance in credit recovery courses;

(B) A process for student referral to a credit recovery course;

(C) A process to determine student learning needs upon commencing a credit recovery course;

(D) The method for:

–(i) Collecting student attendance at, and enrollment in, a credit recovery course;

–(ii) Recording that credit was earned through credit recovery on student transcripts; and

–(iii) Notifying parent(s) or guardian(s) of a student’s referral to a credit recovery course and providing a copy of the LEA’s credit recovery policy to the parent(s) or guardian(s).

(E) A list of credit recovery course offerings, along with the timing (during school day, after school, night) and method for delivery of the course; and

(F) The vendor(s) providing credit recovery courses, if applicable.”

But OSSE will monitor only DCPS’s credit recovery policy to ensure it adheres to these guidelines.

The job of monitoring charter schools’ policies will fall to the charter board–which, while an improvement over the prior lack of monitoring altogether, means that there is incentive to look the other way, as graduation rates hang in the balance.

The July 18 SBOE meeting starts at 5:30 pm at the old council chambers, 441 4th Street, NW.

Attendance/grading/graduation policy in DCPS:

DCPS would like your feedback at several sessions on Thursday, July 19, concerning new policies for attendance, promotion, grading, and graduation for SY 18-19:

9-10:30 am, Cardozo Education Campus, 1200 Clifton St. NW

6-7:30 pm, Ron Brown High School, 4800 Meade St. NE

Chancellor feedback:

Yes, the chancellor selection panel is still, um, not following the letter of the law–but rest assured, even if you weren’t selected (or failed to donate significant sums to the mayor), your voice can still be heard!

–Ward 4 council member Brandon Todd will hold a listening session for Ward 4 on Tuesday July 17, 7-8:30 pm at the Emery Heights Community Center (5701 Georgia Ave NW).

–Ward 6 council member Charles Allen, along with Ward 6 SBOE rep Joe Weedon, will hold a feedback session on Thursday July 19, 6:30 pm at the Northeast library (330 7th St. NE), co-sponsored by the Ward 6 ed. council CHSPO.

  1. And, with all the documentation osse requires re credit recovery, they don’t require anything that demonstrates that the course has to be comparable in rigor/quality/ breadth to a regular course!
